Negotiating Public Services in the Congo : State, Society and Governance
The Democratic Republic of Congo (DRC) has been widely derided as a failed state, unable to meet the basic needs of its citizens. But while state infrastructure continues to decay, many essential services continue to be provided at the local level, often through grassroots initiatives. So while, for example, state funding for education is almost non-existent, average school enrolment remains well above average for Sub-Saharan Africa. This book addresses this paradox, bringing together key scholars working on public services in the DRC to elucidate the evolving nature of governance in developing countries. Its contributions encompass a wide range of public services, including education, justice, transport, and health.Taking stock of what functions and why, it contributes to the debate on public services in the context of ‘real’ or ‘hybrid’ governance beyond the state: does the state still have a function, or is it no longer useful and relevant?Crucially, how does international aid help or complicate this picture?Rich in empirical detail, the contributors provide a valuable work for students and scholars interested in the role played by non-state actors in organizing statehood – a role too often neglected in debates on post-conflict reconstruction.

Abortion Services and Reproductive Justice in Rural South Africa
Accessing abortion services in rural areas under conditions of liberal abortion legislation is neither straightforward nor simple. As the South African example shows, the liberalisation of abortion legislation was the first step in granting pregnant persons access to abortion care.Despite this and some progress in implementation, many challenges persist resulting in a lack of services, especially in areas where distances and transport costs are a factor.Drawing on the findings of a study conducted in three rural districts of the Eastern Cape, the authors highlight the complexities involved in understanding problematic or unwanted pregnancies and abortion services within these communities; the reported barriers to, and facilitators of, access to abortion services among rural populations; and preferences for types of abortion services. A key finding is the conundrum of costs versus confidentiality: lack of confidentiality involves additional costs to access services outside the area; high costs mean that confidentiality may have to be foregone, which leads to stigma. The authors place the findings within a reparative reproductive justice framework and present a comprehensive set of recommendations. Abortion Services and Reproductive Justice in Rural South Africa is an insightful and informative resource – the first of its kind – for scholars in health and sociology, reproductive health policy makers, national planners, health facility managers and providers, and activists.

Co-creation in Public Services for Innovation and Social Justice
Available Open Access digitally under CC-BY-NC-ND licence. This book examines the idea and practice of co-creation in public services.Informed by practical action, lived experience and research from 10 countries across Europe, including the UK, it shines new light on the theory and reality of co-creation by conceptualising it in terms of human rights, social justice and social innovation. Focusing on human dimensions, the book presents real life examples in public services as diverse as social care, health, work activation, housing and criminal justice. It also highlights the ways digital technologies can accelerate or hinder co-creation. The book confronts a paradox at the heart of co-creation: standardisation and inflexibility in planning and resourcing, or ‘concrete-ness’, counters the ‘elasticity’ required to sustain co-creation in complex contexts.

"Equality before, but justice first?"
"Equality before, but justice first" suggests that while equality is important, it should not come at the expense of justice. This phrase emphasizes the need to address systemic injustices and inequalities in order to achieve true equality. It implies that simply treating everyone the same does not necessarily address the underlying issues of discrimination and oppression. Instead, it calls for prioritizing justice in order to create a more equitable society for all.
